Abstract
The evaluation process conducted by Inmarsat in an attempt to find a suitable 6.4-kb/s voice coding algorithm for the newly developed Inmarsat-M system is described. Seven candidate codecs were submitted, and they were evaluated on the basis of speech intelligibility, robustness to random errors and bursty errors in fading channels, resilience to background acoustic and line noise, effect on nonlinear microphones, algorithm complexity, and speak recognition.
