Abstract
It is noted that the concept of external constraints requires a great deal of evaluation and testing in order to permit an AI/ES (artificial intelligence/expert system) controller to properly account for their influence on plant operations. Further review will determine the viability of a matrix of system state variables as a technique for conveying external constraints to the expert system. An example dealing with technical specifications (in particular, the limiting condition for operation) is considered, along with other examples involving the final safety analysis report, individual plant evaluations, and plant procedures
