Abstract
Most of currently publicly verifiable authenticated encryption schemes based on the conventional one-way Hash function have a security hole that these schemes are vulnerable to the universal forgery attack. The security weakness of Ma-Chen´s publicly verifiable authenticated encryption scheme has been shown in this paper. In order to overcome this problem, without using any conventional one-way hash function we proposed an improved scheme based on only the Discrete Logarithm Problem(DLP). Further, the proposed scheme is more efficient than Ma-Chen´s in terms of the computation cost.
