Abstract :
An improved ROI-based rate control algorithm for H.264/AVC is proposed in this paper, which exploits the features of human visual system (HVS), with video content taken into account, to enhance perceptual quality as well as to reach the target bit rate simultaneously. A novel motion-based rate prediction model is employed which is more accurate and straightforward than the one in H.264/JM80. The bit allocation scheme is rate-distortion optimized by applying the Lagrange multiplier method. Extensive simulations show that proposed algorithm achieved better perceptually visual quality than H.264/JM80 dose while the PSNR is sustained
