Abstract :
This paper urges an early end to selective availability (SA) and makes the following points: The first Presidential review of SA policy will occur this year. SA soon could be gone. Strangely, there is no discussion, debate, or advocacy, especially from the civil sector. A technical justification has been made to end SA soon, and a supportive Presidential policy is in place. Anecdotal evidence suggests the DoD may be ready to pull the plug on SA. There are significant, worldwide advantages to being SA-free for land, marine, survey, machine control, and aviation GPS applications. The accuracy and the effectiveness of differential GPS (DGPS) are both improved without SA. If SA can be switched off soon, the wisdom and cost effectiveness of WAAS and the relative advantages of other augmentation systems should be reexamined. Now we should be preparing for and encouraging the post-SA era. There is much work to be done
