Abstract
The authors present an economic and effective approach to obtain much needed global ATC surveillance and area navigation capabilities for the coming decades. Moreover, they show an approach to the increasingly important function of collision warning/avoidance that is economically viable for the smallest aircraft while providing precise data for horizontal as well as vertical escapes for all aircraft. Further, they present an approach that would provide landing guidance through flare, touchdown and rollout that has substantial economies in both ground facilities and airborne avionics. They also show how the modification and expansion of the ATC Mode-S transponder system in evolutionary steps can accomplish these goals
