Abstract :
We propose a scalable wavelet video coder which allows a broad range of variable bit rates under varying channel conditions. The proposed wavelet based system provides one embedded bitstream with many available rates as well as quality improvement over that of the H.263 coder. We compare the coding performances of the proposed coder with those of the H.263 coder. Simulation results show the proposed system significantly improves the performance of the H.263.
