Abstract :
The U.S. Small Business Innovation Research Program is a typical case using the government funds to promote private scientific and technological innovation. Studies show that the SBIR basically realizes the four social objectives proposed by the U.S. Congress. In this subject, first an overview for the research results of SBIR of U.S. DoD at home and abroad is carried out, and the focus lies in the management system, operation mechanism, and the implementation results of SBIR program. Finally, its enlightenment to our country is introduced combined with the national situation of China. The research indicates that the SBIR program has a strong reference for China´s technological innovation, especially the military-technical innovation.
