Abstract :
Recently, attacks involving source IP spoofing have become a critical issue on the Internet. Research and development into IP traceback systems that track an end victim host to an end spoofing host via multiple ISPs is progressing. However, issues with the legal aspects of privacy of communications and the lack of a framework within which Internet service providers (ISPs) can work together quickly have prevented traceback systems from achieving widespread adoption. In this paper we consider the legal requirements for the technology established to date from the viewpoint of coordination among ISPs towards the application of traceback systems on the Internet. In addition, we examine the arrangements between ISPs to satisfy these requirements and formulate an operational model for a traceback system coordinated between ISPs. We conducted surveys on this model with ISPs and formulated an overall draft plan that will lead to traceback demonstration experiments.
