Abstract :
Ubiquitous Network Society (UNS) is viewed as the next general Information and Communication Technology (ICT) development destination by many developed countries (regions). And many countries such as China are following the successful cases to develop UNS strategy. Firstly, the content, characteristics, and significance together with strategic framework of UNS in the developed countries (regions) were analyzed. Then, the concept of Ubiquitous Public Service Network (UPSN) was put forward and it was pointed out that the key to UNS lied in UPSN. In the meantime, it analyzed the role of UPSN for realizing the function of UNS strategy, Based on the analysis of UNS experience of developed countries (regions) and the existing problems in the Chinese informatization, the concrete suggestions for developing UPSN were proposed from five aspects, which were establishing a long-term investment mechanism in building, operating and managing UPSN, expanding UPSN´s coverage rapidly, strengthening the training of information technology application pragmatically and arouse people´s initiation, strengthening the integration of information resources to improve the service efficiency of UPSN, and enhancing the management of UPSN.
