Abstract :
Rate distortion bounds for video sources had eluded researchers for decades until our recent development of a new video source model. Our new model is composed of a five parameter spatial correlation model with the parameter selection dependent on texture information; and a series of temporal correlation coefficients that only depend on the video frame index offset. Using this new model and conditional rate distortion theory for the MSE distortion measure, we were able to obtain rate distortion functions that strictly lower bound the performance of the Advanced Video Coding (AVC/H.264) video codec. In this paper, we elaborate on the video source model and compare the performance of the newest high performance video codec, the High Efficiency Video Codec (HEVC/H.265), to our rate distortion curves.
