After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper, focus on the core problem how to reflect the characteristics of distance learners on the design of instructional objectives, connecting learners´ characteristics with instructional objectives, putting forward a design framework of instructional objectives based on the characteristics of distance learners, expecting to help the designers to design the instructional objectives efficiently and simply, and to perfect the methods or theories of network course design.
