Abstract :
This paper seeks to the industrial and technology policy choice in a transitional economy with some insights from constitutional and historical perspectives to develop a model for the policy analysis. By examing the previous empirical research and a China´s digital convergence case study, the paper asks to what relevance constitutional choice and governance integration have effects on policy-making. The paper finds theories and case present the constitutional choice is the premise for policy making for industrial policy and technology policy, and the governance structure should be with a view to integration nor diversion, the industrial and technology policy should reflect the public value through a constitutional and institutional process, the choice of industrial policy or technology policy should have a historic view. This article embraces the model of industrial/technology policy, based on multi-perspective view for transitional economy.
