Abstract :
Under the background of the severe international construction safety, coal mine construction has entered into a new round of climax, accompany with phenomenon of more safety accidents happened in China. The influence of mine construction safety on the project is complex and important, including schedule on milestones, delays in project duration, quality and cost overruns.To reduce the worker´ unsafe behaviors on the mine construction project, a number of safety managemnt methods, including legal method, administrative method, economic method, scientific and technological method, cultural method, media method, have been taken to migrate this problem in the face of the poor safety records. However, not all of these methods are effective enough to satisfy with the need of time, resources and cost. Then, to compare and analyze the degree of effectiveness of the methods can help us concentrate on the major management methods. This paper tries to evaluate the current safety management methods and prioritize them with the consideration of various decision criteria. The nonstructural fuzzy decision making method is applied to solve this multiobjective problem. Analysis results shows that the method is suitable for the appraisal of complex construction problems, which allows assessment based on a pair-wise comparison of alternatives using semantic operators, even under the condition that in sufficient precise information is available. Finally, policy implications are obtained to strengthen the safety management on mine construction project.
