Abstract :
The paper analyzed the existent problems of the vicarious management work and pointed out that the primary causes affecting the management performance of the vicarious management corporation (VMC) at present were the imperfect project management organizations and system of organizational operation of VMC. In order to improve the management performance and achieve the purpose ameliorating the performance constantly, the paper put forward the idea constructing a virtual project management organization in the VMC and designing a corresponding scientific and efficient operating mechanism. The paper designed the virtual project management organization model according as the virtual organization theory, and analyzed its advantages, then designed an operating mechanism framework about the model adopting the ideology of systems engineering. At last, the design features of the general control mechanisms, information transmission mechanism, incentive and restraint mechanisms, continuous learning mechanism, performance evaluation mechanisms and the feedback and rectification mechanism were analyzed and studied.
