            Abstract : 
As a new web service approach, active service not only has the characteristics of traditional web services, but also has intelligence. It can provide users with personalized, integrated services. Agent is a computer system running in a specific environment, with autonomy, reactivity and social features. MAS is a system composed of a number of agents in which each agent stands for different objectives and motivations of the users, fulfills the task automatically by mutual cooperation, coordination and negotiation. This paper presents a hierarchy-based multi-agent organization model and a negotiation interaction model to solve the problem of intelligent interaction among agents in the process of active service.
