Abstract
This paper proposes a new formulation to model adjustable inter-SC (scheduling coordinator) trades in California Independent System Operator (CAISO) inter-zonal congestion management (CM) protocol which is DC optimal power flow (OPF) based with market separation constraints enforced. The proposed scheme allows each of the two trading SCs of an adjustable inter-SC trade (AISCT) to submit his own adjustment bid. A novel concept is introduced where for each inter-SC trade, one SC compensates the other trading SC the congestion charge that the other SC pays ISO. Examples of trade adjustment are presented for illustration.
