Abstract
Nowadays there are different opinions about the ways of energy systems development in Russia. The advisability of heat supply decentralization and separate condensation power production is widely discussed. Under the present day circumstances this way is regarded as very effective. With thermal energy tariffs constantly rising the idea of using local boiler houses has become especially attractive. The pay-back period of boiler houses is not long, thermal output schemes are more mobile and flexible for consumers. However, supporters of heat supply decentralization do not take into account the possible dynamics of fuel cost growth. World tendencies of the fuel cost testify to the increasing cost of energy resources, for example, gas. As a result, the high fuel cost does not justify the investments, operating and amortization costs.
