The development of higher environmental education and the training of professionals majored in environmental education are of great significance to the sustainable development of eco-environment. From the perspective of developing disciplinary system, this paper proposed some new thoughts of developing higher environmental education in Chinese Mainland, constructed the theoretical framework and training modes of environmental education, and proved the learning effects of environmental education. The results of this paper will provide some important theory evidence to guide the curriculum reform and future development of higher environmental education in Chinese mainland. This paper adopted the technical route of problems finding, contrastive study, mode innovation, empirical study, problems solving and objectives realization. The main innovations of this paper are breaking through the traditional training objectives and setting up some new ones through quantitative methods and empirical study so as to make the objectives more accurate and more operable.
