Abstract
Emergency decision is a key step in a disaster relief, which determines the direct response results and guarantees people´s lives and property safety. How to make an emergency decision timely and effectively depends on a comprehensive understanding of disaster situations, as well as an accurate analysis of rescue plans. Therefore, an emergency planning system is designed in this paper, which adopts the GIS technology and simulator technology based on the scenario analysis models, and then it provides a visual environment for emergency decisions and achieves the visibility and rehearsal of emergency plans. The paper introduces the architecture and the functions of the system. In the end, an example of application is implemented, which proves that the technique is feasible.
