The problem of the Russian federalism

The basic approaches of the federalism, as a type of mutual relations between political formations of different levels are analyzed in the article. The author describes the basic problem of management in Russia at the end of the 20th century. There are main types of management such as political pluralism and transformation of the old authoritative institutes of management on the new democratic in Russia in the given work. The author analyzes "strategy of development of Russia till 2010" by G. Gref and the way this strategy will be reflected in the Russian federalism.
