Abstract :
In the management of land resources, reasonably controlling the amount of land use and making the land resources used intensively is an important measure to implement the dustainable development of land resources. Standing on the land use conditions of land resources, this article considers the business of examining land use as the main line. According to the problems which are possiblely existing in land use such as waste and illegal behaviors, under the premise of process-based, paperless and automated way, this article puts forward a integrated application of spatial analysis and decision-making technology scheme which provides a reasonable basis for decision makers to examine land use project. Compared with the traditional decision-making system, this system is greatly improved in efficiency, effectiveness and law enforcement of land management.(1) The WebGIS development is based on MAPGIS K9, makes use of it´s function of centralized storaging the multi-source heterogeneous data, uses the style of data asynchronous processing, makes the massive data accumulated by land departments can be storaged, managed and analytical processed efficiently. Full playing MAPGIS K9´ role in it´s visualization and efficiency characteristics, this system overcomes the limitations in time and space of the massive data processing. (2)The system provides powerful analysis and statistical functions, after analyzing the spatial data, it exploits further the analysis results data, extracts more comprehensive, intuitive information which are decision index and have more practical significances, making land management decisions easier. Through realizing the closely combination use of graphics data and process business data and simulating the real situation in the land use to make decision-making more scientific and visualization.(3) Using a combination of raster and vector data mode in the graphics simulation, through the comparison of raster and vector, makes the realistic simulation- - have more authenticity and reliability. In the land departments of Hunan Province at all levels, the application of the system shows that the system has significant effects on improving the efficiency, accuracy and reliability of land use approval, provides a scientific basis for the decision-making, and has good application prospects.
