  • Abstract
    Illustrates the basic principles of the method of uncertain participation decision making and analyzes its systematic requirements and basis, constructs its logical framework and gives the solution of recognizing participation decision making and analyzing administration participation decision and its features. The UPDM method solves the participation decision making problems of two aspects: one is to provide the logical approaches of solving participation decision making problems under certain conditions; the other is to provide a mode of government participation decision-making generally deciding through the problem analysis on the basis of uncertain systematic collective information, which comprehensively analyzes the problems under uncertain conditions. The UPDM method not only applies to the certain recognizable system, but also the complicated uncertain system, which ensures its own systematic integration and feasibility of solving problems.
