Access to bandwidth

In November 1999, after two consultation documents, OFTEL issued a statement on access to bandwidth. The statement confirmed that BT would be required to lease circuits within the local copper access network to other operators so that they could be converted to a broadband data channel, using technologies such as digital subscriber lines (DSL). This paper identifies some of the main technical issues that need to be resolved to ensure the reliable delivery of broadband services using the local access network
