Abstract :
The concept of the Omsk region communication environment development is presented. The Omsk region is an agricultural territory of Siberia centred by a large industrial city. First of all it is necessary to develop wireless communication. An hierarchical computer model is suggested, enabling one to analyse different versions of communication networks. The concept is intended to be used as a basis for the region telecommunication system strategic planning
