Abstract
Addresses some of the major difficulties in negotiating a cooperative international research agreement. The problems are especially acute for technology-based research programs. The causes can be traced to misconceptions about the US technology leadership and a lack of communication with foreign research partners. Six potential areas of R&D cooperation in which significant payoff may be obtained from leveraging European expertise have been identified. These areas include semiconductor materials, semiconductor processing and lithography, infrared detector materials, solid-state lasers, millimeter and microwave solid-state devices, radiation hardening, and signal processing
