Abstract
Presents a method for developing and implementing engineering changes. This method comprehensively addresses the many aspects of the proposal development process. The process directs estimates of labor hours and material costs, identification of technical interfaces, performance analyses, and examination of impacts attributable to the change. An automated proposal assistant avoids the trap of oversophistication but satisfies needs for interactivity. Comprehensive automated help was developed to perform proposal preparation efficiently and to catalog completed work in the library. Links to program management tools give the system power to help plan, monitor, and control each change project. User and operator manuals, along with a well-tailored training program, give the user the confidence to master the system and produce a persuasive proposal
