Abstract :
The electric utility has the responsibility to the ratepayers, or customers, to design, construct, operate and maintain the power delivery system in a manner that is safe, reliable and economical. As the power industry changes in the coming years, it will be the task of the State regulators and the engineering planners to meet this obligation to serve at the least possible impact to the ratepayer. It is critical that both parties agree to specific procedures so that fair evaluation can be performed
