Abstract :
The IEEE Standard for Separable Insulated Connector Systems Above 600 V is in the process of revision. However, revision of the through fault and fault close ratings was not an issue under consideration until a conflict was recognized between IEEE 386 and ASTM F855. ASTM F855 covers requirements for protective grounds installed during work on de-energized circuits. From the wording, it is unclear whether the ASTM standard is limited to overhead protective grounds or may also be applied to grounds used on underground systems. Grounding devices constructed in compliance with IEEE 386 are commonly used by electric utilities as protective grounds during work on underground distribution circuits. However, these devices do not fully meet the requirements of ASTM F855 for a grounding system. Does the F855 standard apply to separable connectors and can or should separable connector devices be made to comply with the ASTM F855 requirements?
