Abstract :
The relentless progress of the computer industry is illustrated by Moore´s Law. Gordon Moore, the former chairman of chipmaker Intel, predicted that the power of a silicon chip of the same price would double about every 18 months. Whereas, most of the government performance and organization functional design did not meet the real world, due to the sluggish of being apply to the new information and communication technology. Eventually, there is no remedy but only constantly employing the radical means of re-engineering to achieve governments´ efficiency. From the perspective of physical aspect of the digital age, the best feasible solution is deploying the e-government program. Not only have the information communications technologies played a key role in the internal computerization but it also needs to cope with the external developing environments; The way from traditional government to e-government movement, government information organizations always standing out as a nucleus status to help fulfill country´s duty. Under the 21th century´s globalization and global governance trend, re-engineering of institutional framework to create national competitive power has become one of the fashionable issues of the modernized e-government. This article will focuses on the realignment of the government information organizations and functional transition in the progress of government reform in Taiwan. Especially, “The Draft Amendments to Organizational Act of the Executive Yuan” that currently under legislative review procedure, several provisions relating to the government information organizations are in the initiative but ambiguous need further discussions. Finally, we present all findings and suggestions in the last section.
