Abstract
This paper proposed a Scalable Video Coding algorithm based on DCT frequency domain under AVS codec framework. The algorithm can realize practical nine-level scalable coding. According to the characteristics of DCT coefficient residuals, optimized entropy coding algorithm has also been presented. This SVC algorithm has the characteristics of high coding efficiency, simple structure and is easy to implement. It has high application value in instable bandwidth multimedia transfer domain.
