Abstract
This paper presents a new methodology to allocate the transmission costs to generators and loads. These costs are decomposed according the multiple functions of network and are allocated to users proportionally to their system usage. The user´s security preferences also are considered in the formulation of the proposed methodology. Thus, consumers with lower security levels pay less for transmission use, whereas most of the costs are allocated to consumers with greater levels of security.
