    This paper aims to address a case study of strategic environmental assessment (SEA) on the planning of ChangPing region in Beijing China. And puts forward the enforcement framework and a basic procedure of regional Plan EIA for urban regional sustainable development. The new methods with the ecological suitability analysis of regional development and environmental carrying capacity as its core are presented in the article. Then the paper concludes with some suggestions that would help to ensure SEA implementation.
