Abstract
One example of ICT (information and communications technology) based application in education in Indonesia is a rural digital learning system that is managed by PPTIK (Pusat Penelitian Teknologi Informasi dan Komunikasi/Research Center for Information and Communication Technology) Institute of Technology Bandung. With this system, students in a school can receive lessons from teachers in other schools. The development of this rural digital learning infrastructure and services still leaves problems in terms of bandwidth management. The high data traffic on networks with limited resources requires a mechanism for resource management, which in this case is bandwidth management. Management of the bandwidth affects the QoS (quality of service) that is an important aspect in the rural digital learning system. However, in that kind of situation, good quality service will be more difficult to achieve. In this study, bandwidth management platform is designed so that it is adaptable to various network conditions, can be easily operated by local administrator on the rural area, and become a useful product-service system.
