Rural land property rights and pollution prevention in China: A typical investigation on Chongqing

Rural land property rights system is the fundamental system of rural land use and exchange. Study of the system has theoretical and practical significance for rural land pollution control. The study shows that rural land pollution is relatively common, including industrial dust, industrial emissions, industrial waste water, solid waste, garbage, sewage and other pollution; industrial dust, industrial wastewater and domestic sewage are three typical pollution on rural land and have the most hazard area and the most serious hazard degree; the more closer to the economically developed areas and industrial concentration areas, the land has more serious pollution; property rights of rural land is directly related to rural land pollution prevention and control, the ownership of the land is not clearly which lead to pollution unsupervised; collective ownership make the exercise subject not clear which lead to lack of rights protector for land pollution; insufficiency property rights lead to people can´t defend their interests; clear rural land property rights and improve the system of property rights will positively impact to rural land pollution prevention.
