Abstract
As a real world problem, an automatic/semi-automatic loading arrangement system always has to deal with complicated conditions and emergency situations. Therefore, it is difficult to find a systemic method to solve the problems in this field. In the paper, an extended choice model based on the garbage can model with an optimization function is proposed for solving the loading arrangement and scheduling problems. We use this model to deal with situated factors such as temporal availability of resources and coexistence of current conflicts
