Abstract
The research of ITS (Intelligent Transport Systems) is worldwide. In our research we constructs the model of needs (optimization of traffic flow) in development areas (optimization of traffic management) which is one of the development fields. Based on the traffic concentration, the extent of the congestion varies. The extent of the congestion can be predicted using a model based on the Brownian motion process. The control algorithm of traffic flow is constructed with the recurrence property of a Brownian motion and Martingale property of the stochastic process. To calculate in finite intervals, it approximates by the probability differential equation from the definition of the Ito integration
