Abstract :
As a comprehensive communication, information and command system, the coalition emergency response system (CERS) is integrated with communication, computer, network, GIS, GPS, graph, image, video monitoring, database and information processing, etc. This system is a new hot research at present. However, the CERS can only be found in a few big cities such as Beijing, Shanghai and Nanning. Thus, it is very urgent to establish a national CERS. According to the characteristics of medium and small cities in China, the operation mode of CERS suitable for Chinese medium and small cities is provided in this paper, and then the principle, framework and function design of CERS for Chinese medium and small cities are analyzed.
