Abstract :
The growing importance of ICT in global socio- economic perspective, the development in the wireless technology, convergent communication services and need for optimizing resource utilization has unfolded the enormous economic importance of Spectrum. This paper discusses in detail the inefficiencies related to the prevailing Spectrum Management Framework and the emerging techno-economic market forces that demands for a radical change in Spectrum Management Strategies by Regulators. It describes briefly the technologies involved in promoting the flexible licensing approach and the benefits of the open spectrum for the stakeholders. The paper also highlighted the need of reforms in the regulatory bodies responsible for Spectrum Utilization to address the challenges of a more liberal spectrum environment. The paper concludes with the suggestions for a regulatory framework accommodating market approaches as well as an effective control mechanism to resolve the conflicts and complexities of the future market.
