Abstract
A technique for encoding speech signals using a variable-rate sampling with incremental adaptation is presented. The proposed system has been simulated and compared on the basis of signal/noise ratio (SNR). Five types of input signals have been used including Gaussian-type signals, harmonic-type signals, and digitized speech. With four different sampling rates (8, 12, 16, and 24 kHz), one can improve the SNR by 4-5 dB or reduce the transmission rate significantly. The effect of channel errors is also discussed and the system is found to tolerate error rates of the order of 0.001 to 0.01
