After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In this paper, firstly we talk about the key of value-added services (VAS)´ innovation that is technological innovation. And only when the technological innovation is combined with the market demand, business applications can be received by the market. Then we introduce a new VAS based on the two-dimensional code. We use the characteristics of two-dimensional code to create a new mobile VAS for the mobile operators, and make the business of marketing-related analysis .At last we talk about the main points that mobile operators should pay attention in the innovation of VAS.
