This paper considers the protocol issues in the design of symmetric geostationary satellite links to support the transmission control protocol (TCP). The focus is on satellite links (which may suffer varying conditions, such as transportable terminals, ad-hoc networking, and military satellite systems). Many of the issues raised do have application to link design in general
