Abstract :
With development of economy globalization, industrialization and urbanization of most country, serious natural calamities, major accidents and acute epidemic situation caused by extreme weather happened sincerely, all of these have seriously threaten the safety of society. However, a majority of the disaster is difficult to predict, which need high requirements to emergency response of material supplies. Therefore, the research on emergency response is of great realistic signification. According to the characteristics of emergency response, the timeliness, effectiveness and economy of material transportation are considered in unexpected events, the shortest path theory is applied and multi-commodity dispatch VRPTD model for vehicle routing problem with time deadline is formulated. Genetic Algorithms is chose here as the solution approach. And then an example on emergency response is given and simulated. It can give references for disaster prevention and reduction of government.
