Abstract
This paper defines the concept and characteristics of small and medium commercial banks based on the evolution history of bank, from the present financing difficulties of SMEs status of research and development strategies to small and medium commercial banks, put forward three development strategies: restructuring, expansion and localization, and each development strategies chooses three, a total of nine samples of small and medium commercial banks. The empirical research on their profitability and operation management capabilities two aspects based on DEA. The results show that localization strategy is more efficient than the other two development strategies, which provides a theoretical basis for the development of small and medium commercial banks to provide loans to SMEs and on this basis put forward development strategies and suggestions of small and medium commercial banks.
