Abstract :
This work suggests the ways to apply modern concepts and market strategies, as well as mathematical modeling to improve resource management at cellular communication companies. Development and improvement of resource is based on the three economic strategies - "wait and see" strategy, effective use of available resources, maximum use of market opportunities.
