Abstract
In this paper, for an influent program plan, a process beginning from work breakdown structure (WBS) to get a minimum cost and risk model will be exhibited. As a good example of this process, a sample part of the Turkish Space Program (TSP) will be discussed. After the definitions of the terms that are used in the model will be given, the model definition will be presented with the evaluation methods descriptions. Finally, the technology challenge capacity will be outlined for Turkey. The process will also be suggested for future progress in the model given. This model can only be the beginning of the TSP as a small scale example.
