Abstract
Summary form only given. In a context of open transmission access, there is a need for a flexible use of power grids. Available transfer capability is a critical piece of information in an open market structure dominated by bilateral transmission contracts as well as in a pool type structure. The goal is to provide accurate and realistic information on the ability of interconnected networks to reliably increase the transfer of power between two zones. Existing methods generally determine the transfer capability for one set of system conditions without performing congestion management and then apply analytical safety margins to handle uncertainty on the state forecast of the system
