The new characteristics of the urban disaster in recent years based on the site investigations of Wenchuan earthquake and the earthquake of Hyogo Prefecture of Japan were analyzed in this paper. Combined with the development and application status of disaster prevention planning of China, the new perspectives of disaster prevention construction in disaster planning, disaster prevention refuge park, school-based prevention stronghold, and community-based prevention stronghold have been proposed.
