Study on Science Management of City Night Lighting Environment

City night light environment can bring us some good or bad influences, therefore science management on it can promote night life quality and service environment. Functions of night light environment management for cities development, including the night economic stimulation, the night light pollution control, the night life and traffic security guarantee, were discussed. Evaluation of night light environment for science management, including the brightness zoning strategy, the sky glow scale for macro-control, was analyzed. Finally night sky brightness evaluation program and method for science management were summed up. The analyses results indicated that there are some reconcilable conflicts in the development of night light environment at present research. The good solvent method is to establish the system of management and evaluation system to monitor night light environment.
