  • Abstract
    We propose a new resource control algorithm, referred to as offset-ARP for cellular systems. In the proposed algorithm, a new threshold, referred to as offset C/I threshold, is introduced for channel allocation. By shifting a channel allocation criterion from the minimum link quality to a better quality, a large transmitting power reduction and a short reuse distance of the channels are realized. Thus, the proposed algorithm effectively integrates dynamic channel allocation with transmitting power control in the sense of two dimensional optimal control. By computer simulation, the proposed algorithm is evaluated through comparison with the conventional algorithm. The result shows that offset-ARP improves the handoff frequency and the forced termination probability is about ten times lower than those of the conventional algorithm
